Germany considers a shift in Middle East policy

Two years ago, the fruit-seller Mohammed Bouazizi set himself on fire in Tunisia and ignited the Arab revolutions. German foreign policy is still adjusting to the new situation in North Africa and the Middle East.
Where the Arab revolutions are leading is one of the most difficult things for German foreign policy makers to predict. Events in the affected countries have taken a different course than was initially expected. What is clear is that, although the revolutions intended to pave the way for a new order, there's still a long and winding road ahead before this is established.
However, according to German Foreign Ministry Spokesman Andreas Peschke, Germany has found its foreign policy course. He says it supported the revolutions from the start.
"[The government] has always made it clear that human rights must be respected, even in times of great social upheaval," he wrote in a statement to DW. "New governments must offer perspectives to all social and religious groups and protect their fundamental rights."
Self-criticism on human rights
However, the revolutions were also an opportunity for Germany to reassess its foreign policy prior to the upheaval. Germany cooperated with the autocrats in Tunisia and Egypt in various fields, including security policy, refugee policy and trade.

Hajo Lanz, who heads the Middle East and North Africa Department of the SPD-affiliated Friedrich Ebert Foundation, says there is no need to reproach the German government for having possibly strengthened - or at least helped to maintain - the governments of both countries.
"Together with the European Union, however, we placed too much emphasis on certain objectives," he says, listing migration and security as two issues that received a lot of attention while the concerns of the people - human rights, transparency, participation, open political processes, freedom of the media - were put on the back burner. "That is something that can be held against us."
Christian Democrat Ruprecht Polenz, chairman of the Foreign Affairs Committee of the Bundestag, agrees. He says the German government is currently guided by five policy objectives: economic cooperation, migration and refugee policy, combating international terrorism, gaining acceptance for Israel as a democratic Jewish state with secure borders so that it can live in peace with its neighbors based on a two-state solution, and finally a commitment to modernization, democratization, the rule of law, and human rights.
He adds that the government was guided by four of these five goals even before the transformations - however, "interest in modernization and human rights fell by the wayside."
Benefiting from the rule of law
It is therefore now all the more important to demand human rights and the rule of law, Polenz says. With regard to Egypt, he believes this should be done in the framework of a dialog with the new government. "We are convinced that these values are also in the interests of the Egyptians and meet the protesters' demands for dignity."
He points to the field of tourism as an example of the importance of the government itself taking an interest in the rule of law. Visitor numbers will only pick up again if security is restored in the country, says Polenz, adding that "that in turn also depends on other domestic political factors."
Accordingly, the German government expects that Egypt will become a representative democracy in the broadest sense. "Regardless of the outcome of the referendum, it will be crucial for the political future of the country that all the social and religious groups feel protected and respected by the new constitution," says Foreign Ministry spokesman Peschke.

By contrast, Syria poses a different set of challenges for German foreign policy. Despite ongoing violence, Hajo Lanz believes that intervention there is not advisable. Restraint, he says, is appropriate, given the complex international alliances involved, although he suggests it would be wise to support the opposition alliance established several weeks ago as much as possible. He adds that Germany must also consider arming the opposition: "We need to consider to what extent this will curb the regime's constant military attack, which could almost be called a genocide."

The German government has recognized the Syrian National Coalition as the legitimate representative of the Syrian people. Germany also has concrete expectations of this coalition. Berlin has made clear that it expects the coalition's platform to represent all Syrians, including Christians, Kurds and Alawites, says Peschke. "We also expect the coalition to exert its influence to ensure that there are no acts of violence against civilians or human rights violations."
New signal to Israel
Germany also faces challenges when it comes to the Israeli-Palestinian conflict. With its decision not to oppose the Palestinians' motion for non-state membership of the UN, but rather to abstain from the vote, Germany sent a clear signal to Israel. Ruprecht Polenz says that Germany acted as it did because, in the resolution text, the Palestinians largely adhered to the premises set out by the Middle East Quartet. In particular, they agreed to recognize the state of Israel within the borders of 1967. In this respect, says Polenz, the motion could be seen as an opportunity to resolve the conflict, and this was what the German government had acknowledged. "You cannot vote against something if it is essentially something you agree with, albeit not identically worded."

Lanz also approves of the motion as far as the Arab world's expectations are concerned. "A 'no' would have sent a totally wrong signal here," he said. "A 'yes' was not expected, because it would have been too much of a snub to the Israeli side. But from a German foreign policy point of view, it was about sending signals that are understood correctly."

Germany has partially realigned its foreign policy. In many ways, it continues to follow established principles. Meanwhile, other aspects of policy, such as its position on questions of human rights, are currently being discussed - and challenged.                         dw de

Referendum reflects Egypt's divisions

There have been charges of voting irregularities in Egypt's constitutional referendum. Some were riddled with worry when they went to the polls, like young artist Ahmed Gaafary, who voted in Cairo.
"The whole system is wrong," said Ahmed Gaafary. He did not want to vote, but a friend convinced him to join her in the vote on Egypt's new constitution. Gaafary is tall and wears his curly hair pulled back in a ponytail. The 26-year-old artist was certain he would reject the new constitution. One of the assemblies dominated by Islamists wrote it up quickly, he noted. "It's wrong the way the constitution was drafted," he said.
"I'm disappointed, and I'm worried that there will be restrictions to freedom of speech and opinion if the constitution is passed," Gaafary added, lowering his head in evident concern.
"When I heard the extent to which the results of the first round of the referendum were rigged, I was quite convinced that my vote would not affect the end results anyway," he recalled.
But Gaafary went to a school in Cairo's Giza district to cast his vote nonetheless. Three soldiers and three policemen in black uniforms were guarding the door.

The country is divided
Ahmed Gaafary showed his identification and entered the building. Others joined him - old women, young men, mothers with children in their arms, adults who helped their older relatives. "Of course I'm voting for the constitution because it's a good thing," an old woman said simply.
The referendum has divided the country. Nearly everyone on the street talks about the political situation - about President Mohammed Morsi, about the constitution, about the uncertainty many share.
On Friday, December 21, 2012, proponents and opponents of the constitution battled on the streets of Alexandria. More than 77 people were hurt in the clashes.
In mid-December, around 31-percent of Egyptians eligible to vote in ten provinces cast their vote during the first round of the referendum. Members of the opposition against Morsi decided not to boycott the election, but to vote instead and try to voice their rejection of the constitution.
The first unofficial results came through, with some 57 percent having voted in favor of the constitution.
During the second round of voting on Saturday (22.12.2012), many people voted in rural provinces where the Muslim Brotherhood is very popular. Polling stations were kept open four hours longer - into Saturday evening - due to the storm of people wanting to vote.

But opposition members were already accusing the constitution's supporters of interfering with the vote while polling stations were still open.
Indeed, the Muslim Brotherhood, whose political arm is the Freedom and Justice Party, was accused of rigging the election during the first round of voting, and using propaganda to lead voters to vote for the constitution during the second round.
The Egyptian newspaper "Al Ahram" reported that members of the Salafist Al-Nour party and the Freedom and Justice Party were promoting the constitution in front of the polls. Posters were also allegedly hung up on site, and a few polling stations stayed open later than scheduled.
Non-governmental organizations, including the groups "April 6 Youth Movement" and the "Judges' Club," collected grievances about irregularities at the polls. The April 6 group said there were power outages at 100 different polling stations in the provinces of Monufia and Kafr-El-Sheikh.
The battle continues
Ahmed Gaafary voted nonetheless, with election officials dunking his index finger in permanent ink as proof of his voting. Afterward, he took a taxi to the center of Cairo, the driver telling Gaafary that he, too, voted against the constitution. The driver said he wanted to promote a civil state.
Gaafary met friends at a café just one hundred meters away from Tahrir Square. Many of them were wounded during the latest conflicts in front of the presidential palace, and presume that the conflict surrounding Egypt is still far from over.
Unofficial results showed Sunday that over 60 percent of voters had decided in favor of the constitution draft. Official results are expected Monday.      dw de

Την υπαρκτή απειλή της κλιματικής αλλαγής αρχίζουν και πιστεύουν όλο και περισσότεροι Αμερικανοί, σύμφωνα με δημοσκόπηση του Associated Press και της Gfk. 

Όπως δείχνει η έρευνα, οι Αμερικανοί δεν το πιστεύουν επειδή το λένε οι επιστήμονες αλλά επειδή το παρατηρούν οι ίδιοι. 

Συγκεκριμένα, το 80% των Αμερικανών θεωρεί την κλιματική αλλαγή σοβαρό πρόβλημα για τη χώρα τους. Το ίδιο ποσοστό το 2009 ήταν στο 73%. 

Ακόμη, το 57% των Αμερικανών πιστεύει ότι η κυβέρνησή τους πρέπει κάτι να κάνει για την αντιμετώπιση της κλιματικής αλλαγής,σε σχέση με 52% το 2009, ενώ το το 78% θεωρεί ότι οι θερμοκρασίες ανεβαίνουν. 

Ωστόσο, η σημαντικότερη αλλαγή βρίσκεται σε εκείνους που δεν εμπιστεύονται τους επιστήμονες, περίπου δηλαδή έναν στους τρεις ερωτηθέντες. Έτσι, το 61% πσιτεύει ότι οι θερμοκρασίες ανεβαίνουν, τη στιγμή που το αντίστοιχο ποσοστό πριν από τρία χρόνια ήταν μόλις στο 47%. 

Σύμφωνα με τον Τζον Κρόσνικ, κοινωνικό ψυχολόγο στο πανεπιστήμιο Στάνφορντ, οι Αμερικανοί δεν πιστεύουν αυτό που λένε οι επιστήμονες, αλλά αυτό που λένε τα θερμόμετρα.

TAP, Greek government begin host agreement talks

On 19 December, the Trans Adriatic Pipeline and the Greek government formally initiated the process to conclude the Host Government Agreement that will govern the group's investment. "The Host Government Agreement is a key step towards securing selection in 2013 of the Greek Route," TAP's Country Manager for Greece Rikard Scoufias said. "We are very pleased with our co-operation with the Greek government, and this is yet another significant step towards realising the TAP project, which is destined to bring thousands of direct and indirect job opportunities as well as strengthen Greece's strategic role in Europe," he added.
Greece is trying to lure foreign investments to spur growth. At €1.5 billion, TAP is expected to be the single largest current Foreign Direct Investment (FDI) in Greece.
TAP is competing with Nabucco West to deliver gas from Azerbaijan into Europe and, if selected, will put Greece firmly on the European energy map as the EU realises its fourth major gas import corridor. The final selection of the gas transportation route is expected early in 2013 by the BP-operated Shah Deniz consortium in Azerbaijan. TAP is the only option that will go through Greece.
TAP could also supply the Balkans by linking up to the 170 kilometre-long Interconnector Bulgaria-Greece (IGB), which will connect the Thracian towns of Stara Zagora in Bulgaria with Komotini in Greece. On 17 December, Bulgarian Prime Minister Boyko Borisov told a press conference with his Greek counterpart Antonis Samaras in Athens that the construction of the IGB is to start in March 2013.
Meanwhile, TAP is also planning to start offshore surveys in the Adriatic Sea this winter. "TAP is still in the process of collecting detailed information and samples along the proposed pipeline route offshore and onshore to ensure that its route is the safest and has the least impact on the local environment," TAP's Country Manager for Italy Giampaolo Russo said in a statement.
TAP's shareholders are Axpo of Switzerland (42.5%), Norway's Statoil (42.5%) and E.ON Ruhrgas of Germany (15%).                                                                                        new europe on line

Russia EU fight over Third Energy Package, Gazprom market control

You can always count on Russian President Vladimir Putin to spice up an event. It would have been an overall uneventful EU-Russia summit, if it wasn’t for the disagreement between Brussels and Moscow over energy. Near the end of a press conference in the European capital on 21 December, although Putin and European Commission chief Jose Manuel Barroso were all smiles, they passionately exchanged jabs over the EU’s Third Energy Package with the Kremlin leader accusing the EU of discriminatory approaches and the Commission President blaming Russian companies for abusing their dominant position on the European market.
The EU's Third Energy Package came into force in March 2011. The EU document prescribes that Russian gas monopoly Gazprom should guarantee access to third parties a half of its gas pipeline network, prompting once again a strong response from Putin.
"I believe that adoption of the Third Energy Package, which is indeed retroactive and is applied in retrospect to the agreement that has been concluded before, is a clear violation of article 34,” Putin said, referring to the old Partnership and Co-operation Agreement. “In fact we believe that some actions of some of our partners in certain countries of the European Union amount to a confiscation of Russian investment,” he claimed. However, the Kremlin leader said he hopes the two sides will find mutually acceptable solutions, working in a business-like mode.
Turning to the pricing of energy resources within Russia, Putin reminded that Russia when it entered the World Trade Organisation (WTO) it did not undertake any obligations regarding the internal pricing. “These approaches are not applied by our European partners to other countries, including Norway, for example. Why are they sticking to such a selective approach? Why do they say that they can apply this instrument to Russia?”
In turn, Barroso defended the EU legislation, stressing that Brussels is respecting all international agreements and also the principles and rules of law. “Our system is non-discriminatory, it applies not only to Russian companies, but to European companies, American companies, Norwegian companies, companies from any parts of the world,” Barroso said, adding that it is fully compatible with the EU’s overall agreements because it allows for full liberalisation, creating more opportunities for trade and investment. “We have now more participation of Russian companies in the downstream market than we had before,” he said. "Your companies are most welcome in the European Union market. But they have to respect fully our rules. This is important to understand. We have a system of rule of law. Today it is the Third Energy Package and we have to make it respected by all our energy partners because this applies also to the EU companies.
Regarding pricing, Barroso said the problem is not the indexation per se. “Linking the price of gas to oil is not in itself a problem. The problem is when this has a direct impact on the market that creates a dominant position for a company in our market or part of our market. This is a problem we don’t have with Norway and we have in fact with some companies in Russia where they have a dominant position in some parts of our market. So there is no discrimination between Russia and Norway. Why should it be? But it is an objective application of the rules of competition and the internal market” Barroso argued.
He joked that since it’s not yet the end of the world, in 2013 Russia and the EU will further their discussion on energy matters.
But as the press conference ended, Putin made a late grab for the microphone, saying: "Just a second. My good old friend Mr Barroso outlined his position in such great detail, so emotionally, because he knows he is wrong. He knows he is wrong! And you witnessed our discussion! So please look at our Partnership Cooperation Agreement, article 34. The number is 34. Article 34 – Partnership Cooperation Agreement; Read it!"
Regarding linking gas prices to oil prices, Putin stressed that it was invented not by Russia, but by the Netherlands in the beginning of last century. "And it has applied throughout all these years without any problem. The price of oil establishes itself on world markets on an absolutely market basis,” Putin concluded.
Justin Urquhart Stewart, the director of Seven Investment Management Limited in London, told New Europe that despite the smiles and enthusiasm there is very little trust between Moscow and Brussels. “At the moment there is a great level of cynicism over their [Moscow’s] behaviour and it is up to the Russians to provide that level of confidence. The EU is growing increasingly suspicious of finding itself so dependent of sources of supply coming from Russia,” he said.
Earlier at the press conference, Putin reminded that Russia covers one-third of EU gas and oil demand. “It is our common goal to update and modernize energy infrastructure. We have completed the Nord Stream, which goes underneath the seabed of the Baltic Sea; we started construction of the South Stream, which will be laid on the shores of Black Sea; we are using the gas transportation system of Ukraine, it will be incorporated; we will be developing the Yamal-Europe pipeline. All of that will help strengthen the energy security of the European continent,” Putin said.
Urquhart Stewart said that it is inevitable that the EU’s dependence on Russian energy supplies will increase because of the new pipelines coming on stream. “But the EU will be pushing for further assurances that they are gonna have reliability of continuation of supply irrespective of political issues that may get in the way,” Urquhart Stewart told New Europe. But I urge them to be extremely cautious of any such agreement because until Mr Putin can give us a level of confirmation that he is going to be reliable, we should assume that constriction could be applied at any time.”       new europe on line

Η λατινοαμερικανική τουρνέ του Αλέξη

Ο πρόεδρος Αλέξης, διαβάζω στις ανταποκρίσεις από τη χώρα της σάμπα, «ευχαρίστησε την πρόεδρο Ρουσέφ για την αλληλεγγύη και τη συμπαράσταση που επιδεικνύει η Βραζιλία στη χώρα μας σε όλους τους διεθνείς οργανισμούς». Αραγε ο πρόεδρος ξέχασε ότι η Βραζιλία ήταν και παραμένει αντίθετη -καθέτως και οριζοντίως- στον δανεισμό της Ελλάδας από το ΔΝΤ ή μήπως γι' αυτό ακριβώς αισθάνεται την υποχρέωση να ευχαριστεί την πρόεδρό της; (Θυμίζω με την ευκαιρία ότι για τον ίδιο λόγο είχε στο παρελθόν ευχαριστήσει και τη Linke, τη γερμανική εκδοχή της παλαβής, νεοκομμουνιστικής Αριστεράς, η οποία είχε καταψηφίσει στη γερμανική βουλή τη δανειοδότηση της Ελλάδας...)
Ως προς το δεύτερο σκέλος του ερωτήματος, τείνω να πιστέψω πια ότι ούτε και ο ίδιος ο πρόεδρος είναι σε θέση να δώσει απάντηση. Είναι μεν σαφές ότι, στο επίπεδο της ρητορικής, ο ΣΥΡΙΖΑ λιαίνει τις γωνίες των θέσεών του, αλλά κατεύθυνση η πολιτική του δεν έχει -εκτός από την εξουσία, εννοείται, την οποία πολιορκεί με την κλασική και δοκιμασμένη συνταγή του λαϊκισμού, που ορίζει ότι «ο λαϊκισμός πρέπει να προσαρμόζεται στο επίπεδο του λιγότερο ευφυούς», όπως το έθεσε ο Αδόλφος Χίτλερ, ο οποίος οπωσδήποτε κάτι λίγα ήξερε επί του θέματος. Βλέποντας και κάνοντας πορεύεται ο Τσίπρας και εκπέμπει έναν λόγο ευχάριστο και παρηγορητικό, ο οποίος εφόσον εκφέρεται με το κατάλληλο ύφος αυτοπεποίθησης και σιγουριάς χτίζει μια αόριστη υπόσχεση για τους απελπισμένους και τους αδαείς.
Επομένως, πιθανότερη θεωρώ την πρώτη εκδοχή: απλώς να ξέχασε τη στάση της Βραζιλίας στο ζήτημα της δανειοδότησης της χώρας μας. Φυσικό είναι και το αποδίδω μάλλον στην έξαψη των διακοπών σε χώρες στις οποίες πάντα ονειρευόταν να ταξιδέψει. Πάντα του άρεσαν τα ταξίδια στο εξωτερικό - αυτό το καταλάβαμε σχεδόν αμέσως μόλις αναδείχθηκε σε ηγετικό ρόλο. Τι καλύτερο μάλιστα να κάνεις τα ταξίδια με τα λεφτά των άλλων, έχοντας μαζί και την οικογένειά σου; Εστω και αν πρέπει να τα συνδυάσεις με λίγη δουλειά. Μπορώ λοιπόν να καταλάβω -όχι όμως και να δικαιολογήσω- γιατί στέκεται μόνον στην πλευρά των πραγμάτων που συμφέρει τις πολιτικές θέσεις του και τις δημόσιες σχέσεις του. Γιατί, δηλαδή, ανακαλύπτει στη Βραζιλία ότι «το μήνυμα μιας χώρας που απελευθερώθηκε από το ΔΝΤ, στάθηκε στα πόδια της και σήμερα είναι από τις ισχυρότερες οικονομίες του πλανήτη, είναι ένα: η έξοδος από την κρίση δεν γίνεται με μνημόνια λιτότητας παρά μονάχα με πολιτικές κοινωνικής συνοχής, ανάπτυξης και αναδιανομής». Μπορώ επίσης να καταλάβω γιατί δεν ανακαλύπτει ότι η Βραζιλία αποπλήρωσε τα χρέη της στο ΔΝΤ, εξάλειψε τα ελλείμματα του προϋπολογισμού, πέτυχε πρωτογενές πλεόνασμα, εδραίωσε το τραπεζικό σύστημα και προσήλκυσε τεράστιες ξένες επενδύσεις με διευκολύνσεις και κίνητρα πολύ μεγαλύτερα από εκείνα που ο ίδιος καταγγέλλει δριμέως, όταν επιχειρείται να συζητηθεί η θέσπισή τους στην Ελλάδα.
Είναι εύκολο να μιλάς για πολιτικές υπέρ της κοινωνικής συνοχής. Είναι όμως άλλο σε μια χώρα σαν την Ελλάδα να προστατεύεις το εισόδημα των υπαλλήλων της Βουλής και άλλο σε μια χώρα όπως η Βραζιλία να συνδέεις το επίδομα της πρόνοιας με την υποχρέωση των οικογενειών που το έχουν ανάγκη να στέλνουν τα παιδιά τους στο σχολείο. Στην πρώτη περίπτωση μεριμνάς για τη συλλογή ψήφων (που ενδεχομένως να αποδειχθεί πρόσκαιρη), ενώ στη δεύτερη επενδύεις στο μέλλον της χώρας σου.
Την ώρα που γράφονται τούτες οι γραμμές, ο πρόεδρος Αλέξης, η προεδρική οικογένεια και οι λοιποί entourage του ταξιδεύουν προς Αργεντινή: από τη σάμπα στο τάνγκο. Μέχρι τώρα, πάντως, κρίνοντας βάσει όσων μας λέει ότι απεκόμισε από τη Βραζιλία, εικάζω ότι και η επίσκεψη στην Αργεντινή θα προβληθεί ως θρίαμβος. Ποιος θα τον διαψεύσει στο κάτω κάτω; Ευτυχώς, για τις δημόσιες σχέσεις του προέδρου, η Λατινική Αμερική είναι μακριά...

ΣΕ ΞΕΝΟΔΟΧΕΙΟ ΤΗΣ ΓΛΥΦΑΔΑΣ

Συνελήφθη ο επιχειρηματίας Γιάννης Καρούζος

Σε ξενοδοχείο της Γλυφάδας συνελήφθη στις 11 το πρωί της Παρασκευής ο 57χρονος επιχειρηματίας Γιάννης Καρούζος, κατόπιν εντάλματος σύλληψης που είχε εκδοθεί εις βάρος του.

Στην Εισαγγελία Πειραιά οδηγήθηκε το μεσημέρι της Παρασκευής ο Γιάννης Καρούζος. Αξύριστος, με μακρύ μαλλί, φορώντας φόρμα και στηριζόμενος σε μπαστούνι, ο κ. Καρούζος πέρασε την πύλη της Εισαγγελίας,
Στην Εισαγγελία Πειραιά οδηγήθηκε το μεσημέρι της Παρασκευής ο Γιάννης Καρούζος. Αξύριστος, με μακρύ μαλλί, φορώντας φόρμα και στηριζόμενος σε μπαστούνι, ο κ. Καρούζος πέρασε την πύλη της Εισαγγελίας, χωρίς να κάνει την οποιαδήποτε δήλωση. Ο κ. Καρούζος, μετά την απολογία του, με απόφαση του Εισαγγελέα οδηγείται στις φυλακές Χαλκίδας.
Ο επιχειρηματίας που κατηγορείται από πρώην συνεργάτες του μεταξύ άλλων και για απάτες με ακίνητα συνελήφθη στη Γλυφάδα στο ξενοδοχείο «Οασις». Oι αρχές αναζητούσαν επί μήνες τον Γιάννη Καρούζο σε βάρος του οποίου εκκρεμούν έξι καταδικαστικές αποφάσεις αλλά και κάθειρξη 8 ετών για απάτη με ανακριβείς δηλώσεις ΦΠΑ κατά συρροή, ψευδή φορολογικά στοιχεία, μη απόδοση εργοδοτικών εισφορών κα.
Ο επιχειρηματίας ενεπλάκη σε υπόθεση ξεπλύματος μαύρου χρήματος όταν ο κτηματομεσίτης Ιωσήφ Λιβανός και ο επιχειρηματίας Γιώργος Ζωγραφάκης κατήγγειλαν ότι η πτώχευση του φερώνυμου Ομίλου («Karouzos») ήταν «μαϊμού» και ότι οι εταιρείες του Ομίλου εμπλέκονται σε ξέπλυμα μαύρου χρήματος συνολικού ύψους άνω των 10 δισ. ευρώ.
Με απόφαση του εισαγγελέα, ο Γιάννης Καρούζος οδηγείται στις φυλακές Χαλκίδας.
