France and Germany opt out of UK's EU membership review

William Hague Foreign Secretary William Hague is carrying out an audit of EU powers and their impact on the UK

France and Germany have decided not to contribute to a review of the impact of EU powers on the UK, it has emerged.
The review, launched last year, is seen as preparing the groundwork for the UK's renegotiation of its membership of the EU, as promised by David Cameron.
But France and Germany, who previously criticised an "a la carte" approach to Europe, have decided not to take part in the "domestic political exercise".
A Foreign Office source said ministers were "unworried" by the situation.
David Cameron has pledged to hold an in/out referendum on Britain's membership of the EU if the Conservatives win the next election.
He wants to renegotiate the UK's relationship with the EU, which is likely to include the repatriation of some powers, and then give people a vote on staying in under new terms, or leaving the EU.
Last July, Foreign Secretary William Hague launched a "comprehensive audit" of European Union powers and their impact on the UK.
'Nice-to-have'
The review, which will conclude in 2014, is expected to contribute towards discussions about which powers Britain wants to repatriate as part of the renegotiation.
Prime Minister David Cameron has already said the balance of powers between the EU needs to be examined in a "many areas" and "nothing should be off the table".
As part of the process, Mr Hague wrote to the 26 other EU member states informing them of the review and inviting them to contribute.
However, two of the EU's most influential members, France and Germany, have decided not to take part after high level discussions, according to the Financial Times.
The newspaper says that Sweden and Italy are among the countries which have responded.
A French diplomat told the BBC: "This is a British domestic political exercise. We have therefore decided we would not participate."
A source at the Foreign Office told the BBC: "It isn't a problem. The review is about the effect on the UK. We invited others to contribute. French and German responses would have been a nice-to-have but we are unworried about it."
France and Germany have previously warned the UK that it cannot cannot pick and choose its EU membership terms.
'Good response'
Following Mr Cameron's referendum pledge, French foreign minister Laurent Fabius and his German counterpart Guido Westerwelle wrote a joint article saying: "An a la carte Europe, which would see some claiming the advantages of the EU without complying with the obligations that come with them, is not a conceivable option."
A spokesman from the Foreign Office said: "This is intended to be an open and transparent process so of course we have invited other EU countries to contribute.
"Several member states already responded in the first semester along with a number of international organisations, but we recognise that others consider this an essentially domestic review and have decided not to contribute so far.
"Ultimately, the analysis will be focused on what the EU means for the UK and our national interest so our priority is the British audience and we've had a good response from stakeholders here so far."
Responses to the first part of the consultation, including those from other member states, are expected to be published in the summer.                           BBC

Share
Μέχρι πότε άραγε μπορεί να αντέξει η χώρα και οι πολίτες της να περιμένουν την τρόικα και τι θα προκύψει από τα παζάρια; Είναι ευχαριστημένοι όλοι αυτοί από τη συνεχή πίεση, το πιστόλι στον κρόταφο, νέα μέτρα και μετά από λίγο και πάλι η τρόικα στην Αθήνα;
Που είναι το ρεαλιστικό σχέδιο για έξοδο της χώρας από την κρίση; Που είναι το όραμα για την Ελλάδα; Που είναι η λύση για να δούμε φως στο τούνελ;

RELIGION

Pope Francis' new approach evident on Easter

In celebrating his first Easter in Rome, the Pope has broken with tradition in a number of ways. Many faithful seem to be delighted, while Catholic conservatives have expressed displeasure.
Protocols and formalities seem to matter little to the Jesuit from Argentina, whose unassuming demeanor has been the focus of much discussion. His encounters with the faithful are often spontaneous, creating quite a headache for his security detail. But the new head of the Catholic Church refuses to distance himself from the people: As their pope, he wants to be amongst them.
So after celebrating his first Easter Mass in Rome, Francis had himself driven across Saint Peter's Square, where around 250,000 people had gathered for the service, in an open-topped Jeep. He greeted the faithful, accepted the gift of a football shirt, and blessed large numbers of children. He spent an unusually long time with a young disabled boy, whom he embraced and kissed on the cheek. Particularly eye-catching posters and banners were given a hearty thumbs-up, in between the customary gestures of blessing. The new pope is certainly unconventional.
Peace for the Middle East, Africa and Korea
The new pontiff then proclaimed his Easter message. He condemned egotism, greed for profit, and human trafficking, and called for an end to the violence in the Middle East, in Africa, and on the Korea peninsula. "Christ is our peace," he said, urging peace for the Middle East "and particularly between Israelis and Palestinians, who struggle to find the road of agreement, that they may willingly and courageously resume negotiations to end a conflict that has lasted all too long."
Pope Francis spoke with concern of turmoil in Africa, which he said was still the scene of bloody conflicts that threatened the lives of innocents. The Korean Peninsula, he continued, was another flashpoint where differences must be overcome and a new spirit of reconciliation needed to develop. He also called for "peace in Iraq, that every act of violence may end, and above all for dear Syria, for its people torn by conflict and for the many refugees who await help and comfort. How much blood has been shed!" Thoughtful words, which Francis has repeated many times in the past few days.

The pope in prison
The new pope did not celebrate the Lord's Supper service on Maundy Thursday in the Basilica of St. John Lateran, as is customary. Instead, he spent time in the Roman young offenders' institution Casal del Marmo. Alongside prisoners there - 38 men and 11 women - he recalled Jesus' Last Supper. Pope Francis does not shy away from contact with social outcasts: As Archbishop of Buenos Aires, he regularly spent Maundy Thursday with prisoners, the sick, or the poor.
During the Mass, the pope followed Jesus' example by washing the feet of twelve young prisoners with different nationalities and religious affiliations. Two girls were also among those selected. Women do not normally take part in the ritual washing of feet.
The previous pope, Benedict XVI, usually selected priests on whom to perform this duty. Francis chose to ignore this precedent, immediately attracting criticism from conservative circles. Vatican spokesman Federico Lombardi eventually intervened in a conciliatory role and emphasized that this had been an exception.

Procession at the Colosseum
On Good Friday, during the traditional Via Dolorosa procession at the Roman Colosseum, Francis commemorated the suffering and death of Jesus Christ. Tens of thousands of people lined the route of the procession, which marks the fourteen stations of the Cross. In a simple soutane under a white coat, Francis followed the two-hour ceremony humbly, lost in thought. At the end, he told the faithful that Christians should respond to evil with good, by taking up the cross, as Jesus had done.
In his first celebration of the Easter night in Saint Peter's on Saturday night, at which four young men received from him the sacraments of baptism and confirmation, the pope also encouraged people not to be afraid of the unknown and the new, telling his followers that God always has surprises in store for them.

'Urbi et Orbi' on Saint Peter's Square
At the traditional Easter blessing "Urbi et Orbi" (to the city and to the world) on Easter Sunday, it was, once again, the pope himself who surprised observers. Unlike his predecessors, Francis did not pronounce the Easter blessings in many different languages, but simply in Italian: "Dear brothers and sisters in Rome and throughout the world, Happy Easter! Happy Easter! What a joy it is for me to announce this message: Christ is risen! I would like it to go out to every house and every family, especially where the suffering is greatest, in hospitals, in prisons," the pope declared from the loggia of St Peter's Cathedral.
Over the course of the Easter week, Pope Francis has made it very clear, through numerous gestures and fresh emphases, that what he wants is a new church: a church of preaching and modesty instead of self-referentiality and egotism. And Francis sets store by messages of faith that are easy to understand, like his message on Easter Sunday: "Christ died and rose once for all, and for everyone, but the power of the resurrection, this passover from slavery to evil to the freedom of goodness, must be accomplished in every age, in our concrete existence, in our everyday lives."dw de

Neo-Nazi trial harms Germany's image in Turkey

Criticism is growing in Turkey that Turkish media have not been admitted to the forthcoming trial of the NSU terror group, eight of whose victims were Turks. Experts are warning of damage to Germany's image.
First, it was the ambassador; then, the media. Just last month during a visit to Turkey, the chairman of a special parliamentary committee set up to probe the National Socialist Underground (NSU) neo-Nazi group said he hoped Turkish politicians would be able to attend the trial of the suspected neo-Nazis blamed for a racist killing spree.
Sebastian Edathy had in mind Turkey's ambassador in Berlin, Hüseyin Avni Karslioglu, and the chairman of the human rights committee in the Turkish parliament, Ayhan Sefer Üstün. The latter had expressly asked to be present.
Edathy hoped the presence of two senior Turkish representatives would send a signal of transparency in Germany's process of coming to terms with the NSU murders.
Akin to an embargo
It was not going to be that easy, however. The Munich court refused to reserve seats for Turkish officials. The decision astonished Ankara, but for weeks, it was mainly a topic of debate for Turks and the Turkish media in Germany rather than for the public in Turkey.

The situation changed when the German court put Turkish reporters on a waiting list to cover the trial - which is now making negative headlines across Turkey before it has even begun.
In Turkey's "Milliyet" newspaper, Riza Türmen, an opposition politician and former European judge, on Wednesday urged the government in Ankara to insist on Turkish media accreditation.
The paper sensed an "embargo" of the Turkish media. The paper "Hurriyet" complained that while even paparazzi are admitted to the trial, Turkish newspapers are not.
Investigating racist crimes
The significance of the decision far surpasses the actual trial, said Faruk Sen, the former head of the Essen-based Center for Turkish Studies. Eight of the murdered people were of Turkish origin. "That means the Turkish government has to see to the case, it is not a purely German matter," Sen said.
If the court in Munich has its way, the Turkish ambassador should take a seat in the visitor's gallery, perhaps alongside the supporters of the neo-Nazi group, Sen said. The failure to accommodate the ambassador and the odd placement process for the media aroused the suspicion "that they want to keep the Turks out."
This will create the impression in Turkey that the German government wants to cover something up, he said - because there has been no sign the Justice Ministry in Berlin has yet seen fit to intervene in the matter.

Marco Weiss case as a counterexample

Eight of the NSU's 10 victims were Turkish citizens
This could have consequences for Germany's image in Turkey, Sen said. He recalled the case of Marco Weiss, a teenager from Lower Saxony who was put on trial in following allegations of the sexual abuse of a British girl in Antalya. At that time, many German journalists were able to sit in the court in Turkey – exactly what is now to be denied to Turkish journalists in Germany.

Oral Calislar, chief editor of the independent newspaper "Taraf" in Istanbul, also called for the Munich seating arrangements to be reconsidered. Calislar also fears an attempted cover-up. Because of the alleged involvement of German security authorities in the NSU's crimes, it is urgent that Turkish journalists are given full access to the trial, he told DW.

Even without reserved seats, many representatives of Turkish associations are likely to travel to the court for the start of the trial and demand entry; Ambassador Karslioglu also does not want to be deterred from visiting Munich. "I'll be there on the first day of the trial and monitor the proceedings," he said in the European edition of "Hürriyet." Just two weeks before the start of the NSU trial, there is growing doubt in Turkey about the credibility of German justice in the treatment of far-right crimes.
German law enforcement and legal officials were already on the back foot over the underground neo-Nazi group's ability to avoid detection and apparently kill 10 people in roughly a decade. NSU surviving member, Beate Zschäpe, and four alleged accomplices will be on trial. For years, police wrongly thought the killings were linked to organized crime; investigators only discovered the group by chance when a botched bank robbery led them to the group in November 2011.                             dw de

South Korea vows retaliation against North if provoked

South Korea's president has said any "provocation" from the North will unleash an immediate retaliation from Seoul. The tough words came in response to North Korea's recent threat of launching a war.
During a meeting with top officials in Seoul on Monday, South Korea's newly elected president reversed her country's initial response to the threat of war from North Korean leader Kim Jong Un.
If there is any provocation against South Korea and its people, there should be a strong response in initial combat without any political considerations," President Park Geun-hye told the defense minister and officials.

Korean tensions mount

On Saturday, Kim Jong Un announced that the neighboring countries had entered "a state of war," declaring that war time protocol would now dictate inter-Korean relations. North Korea would launch a "nuclear war" if provoked by the US or South Korea, he said.
Seoul initially brushed off the rhetoric as "not new," citing the fact that the border remained open to allow South Korean workers to travel to a cooperative industrial zone that employs workers from both countries.
The North Korean factory, which produces hard currency, said it would close if Seoul continued "defaming" it, but, in the end, did not deliver on the threat.
The neighboring countries agreed to a ceasefire in 1953, bringing fighting in the three-year Korean War to an end. However, because they failed to agree to a peace treaty, they have technically remained at war for nearly 60 years.
US sends fighter jets to South Korea
Two F-22 Raptor fighters arrived at the Osan Air Base, the main US Air Force base in the South, on Sunday to participate in the annual "Foal Eagle" exercise, according to the US military. They were reportedly deployed from a US base in Okinawa, Japan.
Announcing the move the US military command in the South urged North Korea to refrain from taking military action.
"[North Korea] will achieve nothing by threats or provocations, which will only further isolate North Korea and undermine international efforts to ensure peace and stability in Northeast Asia," the statement said.
The exercise, due to last until April 30, has already seen the United States send two nuclear-capable B-2 Spirit bombers on practice runs over South Korea in a display of US support for Seoul.
North Korea responded on Saturday by announcing that it had entered a "state of war" with the South. A day earlier the North's leader Kim Jong Un signed an order putting Pyongyang's missile units on standby to strike the US mainland and US bases in the Pacific.
