Agriculture and Fisheries Council

The first Agriculture and Fisheries Council under Irish Presidency is taking place today 28 January 2013 in Brussels. The Irish Minister for Agriculture, Food and the Marine, Simon Coveney will chair the meeting. The Commission will be represented by Maria Damanaki, Commissioner for Maritime Affairs and Fisheries, Dacian Cioloş, Commissioner for Agriculture & Rural Development and Tonio Borg, Commissioner for Health and Consumer Policy.
“My overall vision is to help create modern and competitive fisheries and agriculture sectors which are vital not only for jobs and growth, but also for sustainable, long-term global food security” said Minister Coveney. Mr. Coveney will present Irish presidency’s agenda for Agriculture and Fisheries and the work programme for the six months ahead. The council will also focus on the reform of the Common Agriculture Policy and the Common Fisheries Policy.
Another important issue to be discussed at this Council is Commission’s proposal for a Regulation on certain technical and control measures in the Skagerrak. EU and Norway are seeking to harmonize technical and control measures for fisheries in the Skagerrak. These measures will ensure long-term sustainability of fish stocks. This decision notably features an obligation to land all catches of certain fish species – to stop the practice of discarding. 
During lunch EU ministers will held a debate on the Multi-Annual Management Plans. “The Commission’s proposals on the Reform of the CFP gave Multi-Annual Plans a central role in the new CFP; however, the adoption of new plans has been blocked for three years over a disagreement between the institutions on the powers to adopt legal acts under Article 43 of the Lisbon Treaty”. Finally, in the afternoon Minister Coveney will present the CAP Reform roadmap.      new europe on line
